State Dept. Permits Mexico to Exploit Consular Offices Across U.S. to Issue Drivers Licenses & Bank Accounts to Illegal Aliens

Philidelphia -- December 20, 2002 -- (TomFlocco.com) -- In what amounts to fraud and outright violation of United States law, the Mexican government under President Vicente Fox is using its American-based consular offices to issue Mexican consular indentification cards to "undocumented immigrants," [illegal aliens] for the purpose of obtaining U.S. drivers licenses and bank accounts, according to the Spanish website, Que Pasa.com.

Moreover, there are no indications that the Immigration and Naturalization Service (INS), U.S. State Department, or Congress will put a stop to the lawbreaking, even though members of the State Department recently came under fire for issuing U.S. visas to Saudi Arabian nationals with terrorist backgrounds prior to September 11. And no one was incarcerated for such actions.

The issuing of drivers licenses to illegals -- currently numbering about eight million in the U.S. --has numerous safety implications for law-abiding American families set to travel the nation's roads during the Christmas and New Year holidays -- and beyond.

For example, by helping lawbreakers establish bank accounts, the Mexican government is in essence flaunting the violation of American law with the approval of the Bush Administration -- making it easier for illegals to do business, make purchases, and establish residential credibility in the United States.  In another report, Los Angeles' Wells Fargo Bank-- in violation of federal law -- has entered into an "arrangement" with the Consulate General of Mexico to "accept a card ["Matricula Consular"] issued by the Mexican government as valid identification for opening accounts." Lynn Pike, regional president for Wells Fargo in metro L.A. said "By removing this barrier, we want Mexican citizens [illegal aliens in the United States] to know that Wells Fargo welcomes their business and wants to be the financial services company of choice for the Hispanic community [residing illegally in the U.S.]."

Wide reports indicate that the "Matricula Consular" is a photo ID issued to Mexican Nationals living in foreign countries that is valid for five years and applicants are not questioned about their immigration status at the Mexican Consular offices in the United States.

Thus, the Mexican government has developed a slick method of violating United States law with the cooperation of U.S. Banks whose oversight is administered by the Senate and House Banking Committees -- also looking the other way, ignoring violations of federal law.

Craig Nelson, director of Project USA, an advocacy group created to inform the public about mass immigration and overpopulation, says "these cards are issued almost exclusively to illegal aliens," adding that "those in the country legally would not need the Mexican consular ID," -- only those residing in the country illegally.

BORDER DISORDER IN TOMBSTONE TERRITORY

While millions of immigrants wait in line to enter the U.S. by following all the rules as it were, hundreds of thousands of Mexican lawbreakers are permitted to enter the country by agencies under the direct oversight and supervision of the Bush administration, which refuses to seal and protect the border with fences and military assistance -- an action consistently advocated by such cable-TV icons as FoxNews' Bill O'Reilly.

President Bush has insisted that American borders remain open for "historical and cultural reasons." However, by failing to seal the Mexican border, the Administration has relegated American adults, young people and children to be vulnerable to terrorists, drug-dealers, and sexual slave-traders.

Pedophile pornographers, for example, kidnap American children and smuggle them into Mexico to serve as child prostitutes in Cancun's large pedophile industry which services the international travel industry's Mexican "sex tours." Currently, the border situation is a disaster in Arizona, where citizens have literally begun to take the law into their own hands due to the negligence, ineptness, and incompetence of the INS and the State Department. And the Arizona media has reported that approximately one out of every three human beings in the state is an illegal alien.

The financial and crime implications of such statistics are truly staggering. Yet, no action is anticipated in Arizona. And experts have said that California is already facing dire financial stress -- awash in a sea of uncontrolled immigration and overpopulation.

This, while Arizona Senators Jon Kyl and John McCain, for example, have essentially closed their eyes to Arizona's immigration invasion -- refusing to protect the physical safety and financial welfare of their state constituents -- let alone Americans in general. But the state's citizens have declined to hold the senators accountable -- either in their local Arizona or Washington, DC offices.

[Most Americans do not realize that they may lobby their federal legislators directly INSIDE THEIR WASHINGTON OFFICES -- just like corporations such as Enron, Worldcom, and Global Crossing, etc.-- in order to address their grievances. However, most citizens protest governmental fraud and inaction in parks surrounding the Capitol -- where their complaints and protestations generally fall upon deaf ears.]

And since Mexican illegals continue to flow into border states like Arizona by the scores of thousands each week, all American citizens will ultimately be forced to absorb the financial liability that comes with free health-care, food-stamps, increased taxes for new schools-policemen-hospitals, etc., wage suppression of union jobs of all kinds, and the flooding of the American job market during an unemployment crisis facing its legal citizens.

Moreover, any time millions of lawbreakers enter the country, the elements of crime, disease, and fraud become factors to further drag down the health, safety and welfare of the citizenry -- all with tacet approval of administration officials who shamelessly seek votes while ignoring the welfare of those who placed them in office in the first place.

America is totally unaware that the state of Arizona is not unlike an armed camp -- particularly as one approaches the border. Citizens carry concealed hand-guns around in stores and in public. Some Arizonans along the border live with barred windows, barbwire fences around their homes, and remain constantly armed at all times. It almost sounds like the days of Billy the Kid have returned. But the rest of the country has not reached that stage -- yet.

But the signs are rapidly changing. Witness 38,000 new applications to own firearms during the past year in the city of Philadelphia, Pennsylvania alone. There are so many applications that officials cannot process them fast enough. What is it that Pennsylvanians see coming?

At present, the border states are the primary recipients of the above problems; however, it is only a matter of time before the consequences of unregulated immigration spread to every state in the union -- not just certain pockets in such northeastern states as New York, Pennsylvania, and New Jersey.

PROTECTING CRIMINALS -- IGNORING TAXPAYERS

In Title 8 Section 1324 of the U.S. Code, the law says that "Any person who...encourages or induces an alien to come to, enter, or reside in the United States, knowing or in reckless disregard of the fact that such coming to, entry, or residence is or will be in violation of law...or aids or abets the commission of any of the preceding acts...in which the offense was done for the purpose of commercial advantage or private financial gain shall be fined under Title 18, imprisoned not more that 10 years or both."

Wells Fargo Bank and other as yet unidentified banks are not being held accountable to U.S. law by the Senate and House of Representatives -- legislators in violation of their own oaths of office.

The United States Congress used to enforce such laws. Now they pander for votes, to the neglect of those who honor them with high office, fund their pensions, and pay their salaries and other benefits.

Tragic? Yes. Unconscionable? Of course. Unavoidable? Only if Americans do not call Washington [see toll-free numbers at bottom of story] and demand that their legislators enforce the law to protect citizens from the federal violations, crime, disease and fraud being perpetrated upon them by negligent federal bodies and agencies.

The Bush Administration [and past administrations] will not take responsibility for protecting American citizens from the safety consequences of illegally and fraudulently issued drivers licenses to illegals -- let alone facilitating their bank accounts in violation of the U.S. Code.

But perhaps there are attorneys in states like Arizona, California, and Texas who will initiate civil procedure to protect Americans from the illegal, negligent, and fraudulent behavior to which the legislative and the executive have subjected them.

Sadly however -- and further compounding the above problem -- President Bush just signed an executive order to permit tractor-trailors to cross from Mexico into the United States and travel anywhere in the country -- thus making it that much easier for 16-wheeler-loads of terrorist truck-bombers, Iraqi retaliation teams, drug-smugglers, and child-kidnappers to enter ALL states in the union that much easier.

And what about safety inspections of Mexican trucks? And how young are the drivers? How many hours have they been driving? Who will enforce the regulations?

Congressional testimony has revealed that only 5% of all trucks entering the United States from Mexico are checked for their contents. That says it all -- and more:

Terrorists. Drug Smugglers. Sexual Slave-Traders. Money-Launderers. Unsafe Trucks. Lost Jobs. Suppressed Union Wages............For this congressional oversight, we pay taxes?

Until good American citizens from all backgrounds, faiths, and extractions who love their country begin to speak out, demonstrate [in offices -- not parks], phone, fax, and otherwise hold accountable those who some have already called governmental seditionists ( given their actions or lack thereof ), the above problems will become a growing series of financial, safety, criminal, and yes, terrorist epidemics that will ultimately spread like wildfires across the land.
